I'm not sure! I always thought it was so there would be a little when driving something dance ... just for a little further movement.
It is fashionable.
And because when you kick in the bottom of the skirt to catch by hand, hand wheels add a little weight, making it easier to target. Or when you start dancing skirt, it makes the flow skirt in a way that is attractive.
Why wear tutus ballerina? because it enhances the visual dance.
In fact, flywheels, and the number of rows of ruffles, and how high they go and how they are large, changes every year, as with all fashion. If you look at the postcards that are around Spain, or check the history, you can see how the dresses change every year. And the shoes and other accessories, as well.
Basically, the dresses you see today on flamenco dancers are descendants of the original designs traditionally worn in Andalusia two to three hundred years ago.
