Wooden Clothes Drying RackIs this rust chrome? I'm looking or an outdoor clothes dryer that will not rust.?

My neighborhood association prohibits clotheslines so I can only have a small locker on the deck. The wood is not resistant to weathering, or plastic hangers covered with wood.
